Zeller was a Councilman of Gotham City.
Biography[]
Richard Gladwell puts Zeller into a barrel and begins to pour gasoline into it while at the abandoned Arkham Asylum. Zeller tries to plead for his life, but it does not work. Gladwell lights the gasoline and burns Zeller alive.[1]
