Derek Delaware is a corrupt detective of the Gotham City Police Department.
History
He becomes a pawn in several power plays, ending up under the thumb of Oswald Cobblepot and, he believes, James Gordon. He seems to love his wife, since she is the weak point the Penguin exploits.[1]
