Charles Quimby is the warden of Arkham Asylum.
Biography
Charles receives a visit from Oswald Cobblepot, to discuss the release of one of his "colleagues", Edward Nygma. He blackmails him into releasing Nygma by threatening to use his power to have him demoted to a lowly position at Arkham Asylum. Wanting to keep his position as warden, he releases Nygma and declares him sane.[1]
